Program Specialist - Health Resource Center - Director's Office

This position is responsible for providing support and guidance to all HRC Executive Level Staff. This position plans, directs, and controls assigned activities which involve administrative policies and procedures, including personnel management, training coordination, preparation and presentation of awards for employees, records management, executive level communications, and special projects or studies. This position is responsible for development, implementation, modification, and maintenance of all administrative tasks within this directorate. Duties include but are not limited to:
Written Program Support Develops and evaluates procedures and determines when changes need to be made and when new policy requires development Develops Executive Decision Memos, Issue Briefs, Memorandums of Understanding, organizational charts, etc. for the Director's Office that is often sent to Members Services for further action Researches and develops written responses to Congressional, Veteran, and public inquiries Reviews escalated issues to ensure appropriate, timely and adequate resolution is given to resolve complaints from customers, Veterans, and facility staff and ensures all required regulations are followed Uses database or spreadsheet applications to enter, revise, sort, and retrieve data for reports; and uses graphic software to provide charts and graphs Ensures clarity, completeness of reply, grammatical and procedural correctness, and conformance to regulation and command standards are followed Workflow Management Responds to formal tasks from the Member Services (MS) Executive Director's office, Deputy Under Secretary for Health and Operations and Management Accepts tasks on behalf of the HRC Director, assigns tasks to the appropriate department or individual within the directorate, and tracks assignments from origination through completion Reviews all incoming correspondence, distributes to the appropriate staff members, and prepares replies to general inquires and routine actions Maintains office calendars, appointment, and meeting schedules on behalf of the Directors office Develops agendas for meetings and conferences, and accurately documents and publishes summary of minutes Conducts final review for conformance to policy and administrative procedures prior to the appropriate authoritative signatories Management and Program Analysis Works with management to develop long and short-range plans for program development Works on projects that are confidential in nature and provides expert analysis and advice on complex issues that may cross organization lines Work Schedule:
Full-time, Monday - Friday, 8-hour shift between 8:
00am and 4:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Working knowledge of the organization's programs, structures and activities and higher headquarters requirements to identify potential problem areas/issues and ability to address problems head-on and develop or assist in the development of solutions to minimize potential disruption of office operations. Advise and present recommendations to management officials leading to improvement of administration or management procedures thus ensuring enhanced efficiency, effectiveness, and economy of operation within the office environment. Analytical ability and skill in oral and written communications sufficient to evaluate, integrate, and initiate plans and actions to assigned functions; to adequately portray and present findings; and to justify, present, and defend recommendations. Experience in applying project management techniques and principles to routinely direct and assist in administrative research, development of reports and program analysis. Applying analytical and evaluative methods to provide management with technical interpretations of agency regulations, policies and procedures when the issues involved are new, highly controversial, precedent setting or may have major national implications. OR, Educational Substitute:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have had 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M., if related. OR, Education/Experience Combination:
Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The work is primarily sedentary, although some slight physical effort may be required. There may be occasional walking, standing, bending, and carrying of light items. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
