Acts as disbursing agent for the Treasury Department with a cash advance provided by the Treasury Department. Employee is personally and financially responsible for proper accounting of this advance at all times by maintaining accountability of vouchers paid, and updates numerous excel workbooks to include the OF1129 - Cashier Reimbursement Voucher and/or Accountability Report. Incumbent organizes daily deposits using a field service receipt (FSR) and applicable backup documentation provided, closes automated receipts, run a tape and review deposit totals with the deposit amounts in the U.S Treasury website-OTCNET. Incumbent organizes payment vouchers with all applicable documents, includes them with daily replenishments and run a tape. Witness accountability and retrieval of funds placed into the night depository. Incumbent receives and pays patient fund vouchers at the window. Makes disbursements in accordance with existing directives and is responsible for the maintenance and control of the cash advance and funds disbursed as distinguished from any funds which may be received as a collection item. Correct and take care of any shortages in advance and deposits any overages which may occur. Accepts remittances as deposits to patient's accounts as well as payment for all types of indebtness to the United States which the Department of Veterans Affairs (DVA) is concerned. Prepares daily Deposit Tickets electronically via OTCnet and submits to local depository for deposit of collections and accommodation exchange instruments to Treasury. Reviews the clearance of separating employees to see if there are any debts owed to the Federal Government prior to releasing the employee's final salary check. Reconcile all transactions performed in Vista to ensure that the information matches the deposit. Trains and assists alternate cashiers in the proper performance of their duties as affected by regulation and policy changes. Travel to various areas in the hospital to collect funds from veterans and ensure that they are secured. Advises supervisor of problems occurring in the cashier function and helps to identify problem areas. Performs other duties as assigned by supervisor Telework:

Experience:
At the GS-5 level, the applicant must have at least one (2) years of general experience and/or 4 years above high school. Examples of experience may include:
interpreting banking rules and regulations; responsible/accountable for replenishments, cash balances, deposit tickets, window payments, credit card payments, donation checks, sales receipt collections, endorsing/scanning checks, beneficiary travel payments; reconciling bank account with the bank; prepares receipts/certificates of deposits; completes a daily replenishment voucher/accountability report; makes cash disbursements to employees and customers; and examines a wide variety of documents to determine completeness and acceptability for cash payments. OR Applicants may substitute education for the experience required for the GS-5 level. (4 years above high school) OR Applicants may also combine education and experience to qualify at the GS-5 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
