L3Harris is actively seeking for a Program Management, Lead for our Waco, TX facility for a direct hire opportunity.

The Program Management, Lead will direct all phases of programs from inception through completion.
Drives program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets, and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Expands the product line with the customer.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.
Lead diverse systems integration and modification efforts across varied spectrums of defense, commercial, and special mission systems aircraft.
The candidate will act as the primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.
Will provide management of assigned personnel and overall program performance from the proposal stage, into production, delivery and contract closeout.
Will lead the capture of new business to include responding to sources sought/requests for information (RFI), requirements/Statement of Work (SOW) generation, and proposal development.
Essential Functions:
Ability to effectively interface with diverse cultures.
Ability to understand and implement EVMS, 6-Sigma, lean manufacturing, and project management tools with particular emphasis on scheduling of complex inter-related activities.
Clear, concise written and verbal communications skills.
Maintains transparent, performance-based communications with all levels of leadership.
Ability to:
Develop and execute high level project plans Lead teams or groups in a matrix organization Manage multiple work streams with conflicting objectives Create effective negotiation strategy, taking into account the needs of multiple vested parties Anticipate and take ownership resolving all business issues related to managed work streams.
Qualifications:
Must have an active DoD Secret Security clearance Requires comprehensive level knowledge of job area.
May have in-depth knowledge of project management.
Bachelor's Degree and minimum 9 years of prior relevant experience.
Graduate Degree and a minimum of 7 years of prior related experience.
In lieu of a degree, minimum of 13 years of prior related experience.
May have in-depth knowledge of project management.
Must understand Government contract types such as Cost-Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP).
Knowledgeable of subsystems and components used for aircraft modifications, as well as experience in developing Statements of Work (SOW).
Must have some Risk Management experience.
Must have experience in aerospace and/or defense industry, as well as some experience in technical program planning, and cost and schedule development, fixed wing, and rotary wing experience desired Preferred Skills :
EVMS experience on DoD programs is desired Proficient in MS Word, Excel, PowerPoint, and familiar with Project.
Must be able to travel domestically and internationally Alternate shift work, weekends, and overtime as required Job Profile Matching Criteria:
